Coupons and vouchers are two different things.

To give away free sign up bids automatically browse down to the admin user section of the admin panel (bottom) and select Welcome Bid Points.

Coupons are promo material that can be assigned per user or universally (Everyone will get it).

To create a coupon, click  Add Coupon. Add a Title, discount % and the amount of free bids you want to give away (if any) and a valid to and from date.
You can also select universal at this point. If you select this, all users will get this coupon and it will appear in the my coupons section of they're user panel.
If you dont select this, then you will need to assign it to users on a user by user basis.

Once you have created a universal coupon you must assign it by visiting  Manage Coupon and clicking assign.

To view the coupon serial code, view  List Universal Coupon. You will see a code like (251A4CCC-4EB5-F1F1-7067-4BC748D53E61 ) this code can be published in marketing materials etc.

IF YOU DID NOT SELECT UNIVERSAL:

Once you have created the coupon, browse to manage coupon click assign to activate it. Then browse to  Manage Users under the users section, find the user you wish to assign the coupon to and select assign Assign Coupon. Available coupons for assignment will appear and you can then assign the coupon to the individual user.
